He took the occasion to thank Việt Nam’s assistance to Japanese victims of the twin natural disasters-earthquake and tsunami.

Deputy PM Nhân hoped that Japan would continue its support for Việt Nam in perfecting market economy mechanisms, heightening workforce quality, developing infrastructure to accelerate economic restructuring and growth model renovation.

The Deputy PM asked the Japanese side to recognize Việt Nam’s market economy status.

DPM Nguyen Thien Nhan: Việt Nam will solve the current skewed sex ratio

Deputy Prime Minister Nguyễn Thiện Nhân said Việt Nam will take synchronous and drastic measures to solve the current skewed sex ratio of births.

The Deputy PM chaired an international seminar on population problems held on October 5 by the Ministry of Health and the United Nations Population Fund (UNPA).

He said controlling imbalanced sex ratio at birth needs the involvement of the whole political system, especially in 10 localities having the highest imbalanced ratios. Public awareness should be strengthened to remove the male preference attitude.

Prenatal sex selection of boys in some Asian countries started to boom in the 1980s. After nearly 30 years, Việt Nam and some other Asian countries have realized serious impacts of the problem.

In most countries in the world, the sex ratio at birth is 104-106 boys over 100 girls. In Việt Nam, the rate is 115/100 in the Red River Delta, over 130/100 in Hưng Yên Province, 120/100 in Hải Dương Province, 115/100 in Hải Phòng City, 119/100 in Bắc Ninh Province…

The imbalanced sex ratio at birth is high among wealthy and educated families. It is 105/100 among 20% of the poorest population, and 112/100 among the richest.

If the ratio would not go back to normal, 2.3-4.3 million Vietnamese men weren’t able to find their wives. It would change family structure, and increase gender violence, women trafficking, prostitution…

At the seminar, delegates from India, China, Pakistan, Bangladesh, Nepal, Armenia, Azerbaijan, Albania… shared points of view, initiatives and lessons learnt from the building of policies on controlling sex ratios at birth.

On September 21, during a trip to check on the scientific and technological application in Hanoi, Deputy Prime Minister Nguyen Thien Nhan worked with the Hoa Lac hi-tech park management board.

According to Mr. Nguyen Van Lang, Deputy Minister of Science and Technology and Head of the Hoa Lac hi-tech management board, the park had already completed site clearance on 845 hectares of land, accounting for 53.28 percent; built 19 kilometres of roads and water sewage systems; completed the waste water treatment factory with a capacity of 6,000 cubic metres per day; and completed 70% of the waste water collection system of the park.

He said that the current difficulty was to conduct site clearance on the remaining 800 hectares of land, which requires an extra VND 8 trillion.

Chairman of the Hanoi City People’s Committee, Nguyen The Thao, said that in general, the progress in the building of the park was slow.

According to the Chairman, the park has been planned as one of the five satellite urban areas, with 600,000 people. Therefore, the top priority must be a focus on the technical and social infrastructure such as traffic, power, water and housing systems.

“A large amount of capital is needed to realise the target,” he said.

He also added that as it was a hi-tech park of national scale, its progress should be accelerated, saying that the city will be willing to share difficulties with the management board and direct relevant sectors and agencies to help tackle difficulties.

During the meeting with the management board, Deputy Prime Minister Nguyen Thien Nhan stressed that the Government considered the Hoa Lac hi-tech park a national construction of great significance in training the human resources to develop the capital and the country. Therefore, the Government asked for an increased effort in the building of the park, including the completion of the site clearance for the whole construction by 2012.

He asked the Ministry of Finance to work with the Ministry of Planning and Investment for capital planning to be submitted to the Prime Minister.

The Deputy Prime Minister requested the management board work directly with the Electricity of Vietnam and the Hanoi Electricity Corporation to identify the demand for power for the park, and work with the Hanoi Transport Corporation to identify the need for vehicles.

Earlier, Deputy Prime Minister Nguyen Thien Nhan overviewed some of the ongoing construction in the hi-tech park, including the building of FPT University, an Italian pharmaceutical production company and Japan’s Nissan automobile company.

The Hoa Lac hi-tech park has been established and been in construction since 1998 on an area of over 1,600 hectares. The park has licensed 53 projects with a total registered capital of nearly VND 22 trillion across more than 259 hectares. Seventeen of them have been put into operation with a turnover of VND 1.2 trillion, attracting 4,100 labourers./.

Mr. Nhân received AES Chairman and CEO Paul Hanrahan on September 15, on the occasion of his visit to Việt Nam to attend the ground-breaking ceremony of the Mông Dương 2 Thermoelectric Plant in Quảng Ninh which is slated for September 16.

The Deputy PM said the US firm should ensure construction progress and use of environmentally friendly technologies in the plant.

Mr. Hanrahan said AES and its partner, Posco Power from the Republic of Korea, will make the power plant a shining example of foreign-invested projects in Việt Nam and a significant project in the power sector.

Oncer completed, Mông Dương 2 will be the first coal-fuelled thermoelectric plant built in the mode of BOT (Build-Operate-Transfer). It will have 25-year electricity and coal purchase contracts guaranteed by the Vietnamese Government.

AES is interested in thermoelectric, hydroelectric and wind power generation in Việt Nam and Mông Dương 2 is its first investment in the field.

The US firm currently owns and operates 121 power plants with a total capacity of some 44,000 MW in 27 countries.

In a sincere, frank and friendly atmosphere, the two sides exchanged in-depth views and reached a broad common perception on the more comprehensive development of the Vietnam-China relationship.

During the course of the session, Party General Secretary Nguyen Phu Trong and Prime Minister Nguyen Tan Dung separately received Chinese State Councillor Dai Bingguo. Dai conveyed a verbal message of Chinese Party General Secretary Hu Jintao to his Vietnamese counterpart Nguyen Phu Trong on the development of relations between the two Parties and countries.

On the occasion of the 5th founding anniversary of the steering committee, the two sides positively valued the steering committee’s activities over the past five years, saying that it has brought into play its important role in coordinating and promoting the friendship and comprehensive cooperation between the two Parties and countries in a more intensive, practical and effective manner and in conformity with the fundamental interests and common aspirations of both countries’ people.

The two sides said, in the current context of complicated international situation and profound changes, Vietnam-China relations are developing healthily and stably, meeting the fundamental interests of the two nations’ people and benefiting regional peace, stability and development.

The two sides agreed to maintain high-ranking meetings, fully promote the role of the steering committee, make a master plan on cooperation in various fields, exchange experience in national management and continue to well organise theoretical seminars between the two Parties.

The two sides also agreed to effectively promote cooperation mechanisms between sectors, further deepen practical cooperation in the fields of economics, trade, military affairs, law enforcement, security, science, education and health care, and expand people-to-people exchanges in order to ensure that Vietnam-China relations always develop in an active, healthy and stable direction.

The two sides held that the satisfactory settlement of the sea-related issues is very important to maintaining the general situation of Vietnam-China friendly and cooperative relations, affirming that they would base on the common perception of the two countries’ leaders, international law and the spirit of the Declaration on the Conduct of Parties in the East Sea (DOC) and persistently pursue friendly talks and negotiations to peacefully settle marine disputes and take effective measures to maintain and defend peace and stability in the East Sea.

Both sides will speed up the pace of negotiations and seek fundamental and long-term solutions acceptable to both sides. The two sides agreed to increase negotiations on sea-related issues so as to soon sign an agreement on basic principles on guiding the settlement of sea issues between Vietnam and China. The two sides will also speed up the implementation of the DOC and future work to soon make practical progress.

The Vietnamese people are peace-lovers who value pure human values and support UNESCO’s pro-peace action plans and programs. On behalf of the Government, Deputy PM Nhân welcomed 250 delegates from 50 countries around the world to the three-day event, which opened on August 19.

“The Vietnamese Government appreciates UNESCO’s practical experience and active contributions, particularly in the fields of strategic education development planning, development of policies on science, information technology application, protection of biosphere parks, tangible and intangible cultural values preservation,” the Deputy PM said.

There will also be a grand music festival at Bảo Sơn Paradise Park in Hà Nội on August 19 to celebrate the event. The festival will feature performances by outstanding artists from the United Kingdom, India, Russia, Israel and Việt Nam.

Since its foundation in 1981, the WFUCA has developed into a large organization with a membership of over 5,000 clubs in over 120 countries and territories.

Deputy PM Nhan also praised the council’s development targets while receiving VBCSD Co-Chairman Doan Duy Khuong, who was also VCCI Vice President, and Gary Schutz, General Director of Holcim Vietnam, in Hanoi on August 16.

Gary Schutz said the council was devising cooperative plans in the fields of clean technology, energy and climate change, development, education and ecological environment in Vietnam, and planned to arrange a forum for its member companies to exchange and cooperate in building quality pilot initiatives and models of sustainable development.

VBCSD was set up by the Vietnam Chamber of Commerce and Industry with the participation of many international and domestic corporations and small and medium-sized enterprises.

It was designed to promote the role of the business community in implementing a sustainable development strategy in Vietnam, contributing to economic growth while ensuring social progress and equality, hunger eradication and poverty reduction, job generation, environmental protection, biodiversity and the ability to cope with climate change.

Mr. Nguyen Thien Nhan also suggested that the Council should early establish working groups for enterprise members to share experience, put forth pilot initiatives, and expand cooperative models.

The Deputy Prime Minister expressed his belief that the Council would make practice contributions to further improve investment environment in Việt Nam towards environmentally-friendly trend.

Mr. Gary Shutz said that sustainable development would benefit the community socially and economically and maitain Việt Nam as a competitive market in the long term, noting that he will work on initiatives for sustainable development in Việt Nam.

The Vietnam Business Council for Sustainable Development (VBCSD) was launched on December 17, 2010,  following a four-year partnership between the Việt Nam Chamber of Commerce and Industry (VCCI) and the World Business Council for Sustainable Development (WBCSD) to promote sustainable development in the host country.

Mr. Pekka Hyvönen said the Finnish Government attaches importance to developing ties with Việt Nam in various fields, especially economy, culture and environment.

The ambassador pledged that he will make more active contribution to  the bilateral relations.

Ttwo-way trade between Vietnam and Finland in the first quarter of 2011 rose 15% year on year to US $64.4 million.
